nmctxth.exe is Pure networks network management utility. This was likely installed with a cisco wireless device you installed at some point. I stick with the built in windows wireless utility but thats mainly so that I always have the same interface which I have been using forever without wasting any additional resources on third party apps that do the same thing often times they dont improve anything.
