blackice.exe is a part of BlackICE PC Protection. It was simply the best firewall application WAAAAAY back in the day but I honestly haven't kept up to date with it since routers these days can be configured to lock your ports down good enough for me (Please be advised that STOCK routers dont offer you much protection)
