TomTomHOMEService.exe is a service run as a part of your TomTom software. It doesn't really need to be running all the time since you can start an app after plugging in your GPS and have it do things THEN. I guess this is for the lazier people who want their computer to just do things automatically when they plug things like a GPS in.
